    well pilot-link has that tool
    $ pilot-install-user --help
    Usage: pilot-install-user
    
       Set a  username and ID on the Palm.
    
       Example:
          -p /dev/pilot -u "John Q. Public" -i 12345
    
      -u, --user=<username>       Set the username, use quotes for spaces (see
                                  example)
      -i, --id=<userid>           A 5-digit numeric UserID, required for PalmOS

    the numeric ID 12345 is a very good one too :-)
