Print out of egrep -i '(Palm|Handspring)' /etc/udev/rules.d/*  is:

/etc/udev/rules.d/60-symlinks.rules:KERNEL=="ttyUSB*", ATTRS{product}=="Palm
Handheld*|Handspring *|palmOne Handheld", \

Should I change my custom.rules to make it exactly as your example:

                BUS=="usb", SYSFS{product}=="Palm Handheld*|Handspring *",
                KERNEL=="ttyUSB*", NAME="ttyUSB%n", SYMLINK="pilot",
                GROUP="usb", MODE="0666"
